Reitarska circle is a post-modernist building, created 1985 by architects Miletski and Shevchenko and was renovated back in 2021.
Today, it is a circular building that descends underground where you will find various restaurants, shops and cafés.
The most recognized place here is Japan Hi created by Mikhail Katsurin. That's one of the Hi's in Kyiv and I highly recommend visiting all of them, which are Thailand Hi and Chinese Hi
